Project A study of Local Government Finance Mobilization and Review of Grants Allocation Systems to Sub-National Governments in Swaziland.

Project Outline

The Kingdom of eSwatini sought support for the review and restructure of their intergovernmental grants allocation system with a view to identifying weaknesses/gaps in this system and come up with firm policy proposals for a sustainable local government revenue pool and equitable, fair and transparent system for grants allocation to both urban and rural local governments.
This project involved extensive fieldwork and consultation with urban and local governments. The final deliverable was a comprehensive report recommending a suitable and well-researched and sustainable intergovernmental fiscal framework for revenue sharing.
